Using EPC data to target doorstep sales in the UK

Energy Performance Certificate (EPC) data is published open data covering millions of UK properties that have been sold, let or newly built since certificates became mandatory. For energy, insulation, heating, solar and home improvement sales it is the single most useful public dataset available.
What is actually in an EPC record
- Current and potential energy efficiency rating (A to G) and score
- Property type, built form and approximate age band
- Main heating description and fuel — gas boiler, electric storage, heat pump
- Walls, roof, window and floor construction with their efficiency descriptions
- Whether solar PV or other renewables are present
- Recommended improvement measures with indicative costs and savings
- Total floor area, and the address with its UPRN where available

The limits you need to respect
EPC data covers properties with a certificate — not every home. Records can be years old, so an improvement may already have been made. It describes the building, not the household, and it says nothing about who lives there or what they can afford.
Treat it as a prioritisation layer that decides which street to work first, and always confirm at the door.
Combining EPC with other UK datasets
EPC becomes far more powerful next to HM Land Registry Price Paid data (recent sale price and turnover, and recent movers are more likely to be improving), Indices of Deprivation (affordability context at neighbourhood level) and the full Royal Mail address file (so every door, including flats with no certificate, still appears on the map).
Frequently asked questions
- Is EPC data free to use?
- EPC data for England and Wales is published as open data by the relevant government department under an open licence, with separate publication for Scotland. Using it for marketing still means complying with UK GDPR and PECR for any personal data you attach to it.
- Can EPC data tell you who lives at a property?
- No. EPC records describe the building — its fabric, heating and efficiency — not the occupants. Any targeting based on households must come from data you are separately allowed to process.
